Yes it is but I just got my hood back from being repainted. Would it be possible they took the hood off and forgot to connect something? If so where would I look for that?

Yea, sometimes this happens when you don't use it for a long time. Well, atleast this happens with my car.

Try holding down the sprayer for 2-3 seconds and see if it comes out.

open the hood, look on the inside where the washer nozzels go thru the hood, should be a hose attached to the bottom of the hood nozzel, if not, make the connection, if there is a connection follow the hose backwards toward the firewall, possible the hose was pulled loose when the hood was painted. Or the painters did not tape over the nozzle holes, and overspray got in there, use a pin or paperclip, something that will make remove the paint from the nozzel and try again.
