My thoughts: Given that you must make an appointment with the Fleet Department first, they will most likely know you have this $400 offer in hand. Therefore, they will certainly take that into consideration when negotiating the deal, and especially if it's a Speed3.

Look at #3 though. It appears you don't have to mention it until you've made your deal.

Well, as of last week, they only had 2 Speed3's there - both silver sports. Asking price (after ~$4k markup) - $26k+.
