Has anyone noticed this small door before? I have no idea what it might be used for. It's pretty small for an access hole.

now that i think about it, i've hardly opened my hood at all.
I noticed it tonight as well. The only thing I could think of was that it was an access port to the plug you can see; but you would need some tiny hands to use it :)
dude, that is where you put the little hamsters in to get the extra power boost.
I had a closer look at it and I believe it to unhook the small metal bracket [see red square]. Anyways, I can't see how the bottom piece (air filter ???) that the hook holds, can come out without taking the entire plastic piece out first.

I'm almost positive thats the access hole to adjust the height of the HID's. There should be a little plastic piece with a philips head part on the top. It is to manually adjust the headlights.

edit: just realized your location, so chances are it's useless to you.
for real? some extra ajustment other than the botton inside the cabin? it's good it ajust it a bit higher, hhehe
Here is the post that explains adjusting the height manually. Quite a few people, including myself, have commented that the highest setting is still too low for best visibility. This adjustment will bring up that height.

Since it seems the hamster police will be watching you  , you're just gonna have to substitue them with some type-r stickers if you really want more power. :D
