use paint thinner on the spray paint, then soak the remaining chrome in bleach (you have to change out the bleach everyday because it loses its potency).
Easiest way, if you have a connection, is to sandblast them. however it must be done right or it could ruin the plastic. otherwise, i have heard bleach
lacquer thinner will remove that paint, shouldnt damage the plastic but if your worried diluted it. if not paint thinner will do the job just as well but is not as strong.
easy off will take both the paint and chrome off if you wanted...
