well i know on older cars if the pump is lower than the oil level then it is and if it was higher than the oil level it isn't but I don't know shit about new oil pumps.

not much has changed, the main difference is that new ones dont run of cam gears or distributor gears, they are chain driven or gear driven from the crank since they are SOHC or DOHC.

It would be awsome to get an answer, if not I am going to pack it with vasoline and assembly lube so it will suck up the oil

Just conducted a viscosity test on petrol jelly aka vasoline, It flows well just has a higher wax content than assembly lube, but that will be dissovled by heat in the engine.
