where are you seeing the latest pcm bulletins?
the dealer, given their discretion, will only fix what is broken. if your vin doesn't apply, they don't have to fix it. if you insist, they likely would but probably charge you a flat rate diagnostic fee.
i haven't had a battery leak so i cannot tell you. as far as the bolts, jsut buy new ones when needed.
