If you have stock halogen bulbs you can put in HID bulbs by using a HID conversion kit. There are several kits available through several of the forum sponsors

Motorcycles and automobiles currently use a 12 Volt electrical system for their headlamps. Xenon HID lighting systems require over 20,000 volts to ignite the bulbs. Once lit, they only require 12 volts to keep running. Our kits include a power pack that is necessary for the lamps to turn on. The input of the power pack is 12 volts. It is an integral part of the system.

Yes you can but if your car came with halogen then you need a H7 kit for your low beams. If it came with HID installed from the factory then that's the only time you will have ballasts already in your car and you will need a D2S kit. You need to tell us if your car has halogen or HID right now.

Then you need a H7 HID kit for your low beams and you don't have ballasts right now, only bulbs. :)
