should be between 17-21 mmHg... I would look for a vacuum leak and make sure your gauge is connected right, not saying it's not but sometimes... use a can of brakleen, or wd-40 or something like that to spray down connections before the throttle body and also the intake mani gasket, and associated top end gaskets. if it stumbles where you spray it around a connection or what have you then there's a vacuum leak in that area...

-11 inHg is a shitton of vacuum. Double check units (sure you're not in psi?) A/C running? Warmed up idle or cold idle?
