The pin holds the mats in place and keeps them from riding up underneath the pedals. The whole thing is supposed to be attached to the floor of the car.

It looks like the manual crank for the sunroof to me. You should have a little cover near your sunroof controls that pops off and allows you to use this tool to close the window in case of power failure.
