I dont see how there are no reasonably priced SRI's on the market they all just seem so overpriced comparted to the what you get with a CAI... Is there anything in the area of $100???

you could buy a cosmo sri with no heat shield. i believe weapon "r" also makes an example. neither have a heat shield though, so heat-soak might become an issue. there are also several cais that can be converted to sri-mode.

And with a SRI like the two show above I would have ZERO issues with hydrolock for sure or should I get a filter shield just to be safe????

well you can if you like, but it shouldn't be necessary. you're correct in your assumption about hydrolock as well.
