I guess the more important question is why? You really only need to have a vehicle aligned when it pulls in one direction when the steering wheel is straight, you are seeing signs of abnormal tire wear, or your steering wheel is off-center. (Typically caused by a toe issue) If you are not having any of these symptoms, more than likely you dont need an alignment.

As for the balance issues. Are you having a vibration either in the steering wheel or the seat of your pants while driving? If so, this can be, but doesnt have to be, caused by a poor wheel balance.

With that out of the way, I would recommend having the alignment done first. If you balance the tires first, the abnormal wear, if you are having any, can quickly destroy the fresh balance restored to the wheels/tires. So, having the alignment done first, you cure any wear issues, then have your balance done. I hope that helps.
