I'm no mechanic, but my guess would be that the seating of seals/rings/etc., and some other factors would contribute to the rise in MPG after a break-in period. Also, the ECU may be getting used to the car, how you drive it, and the atmospheric conditions where you drive it. I think all of these factors contribute to a lower MPG rating before break-in is complete.
If not, you should ask your Mazda dealership about your experience, and if it's typical. I have a 2008.5 2.3L mazda3, and average 28+mpg on the highway, about 24 or so in the city if I'm not driving like an animal.
