Question Hot outside air - Heater Box Housing Valves/Dampers?

Hello,
Its been a while that I have this problem.
If I select to have outside air and put the temp gauge on cold mode, to enjoy morning fresh air, I still get warmed up air from vents!!!

Same happens when I use my A/C with re-circulating air mode. I should get more cool air from vents, but I feel that it is getting warmed up again somehow. It should be cooler, but it is not.

Can it be the Heater Box Housing hot water valves that are not functioning correctly and let some hot water comes to the heater core ???
or the dampers are the problem ???
or the HVAC control module in the mid-consul ???

I meet another Mazda 3 owner in the dealer ship at the time of Oil change. His car was much newer (2013), He had the same issue and looks like both of us are running into the problem when the car is in the traffic, when the radiator not getting enough head wind cooling air into the radiator. But once in the highway cruising speed AC works fine. Is it a fan problem, temp sensor problem, a high speed fan relay problem? any suggestion?
